This decision is by far the most difficult task for the owner. Getting a trusted and reliable builder is always difficult as it involves dollars and cents and the quality of workmanship. Traditionally, the owner would appoint an Architect to do the design and submission to authorities for approval. Then, the Architect will ask for a few builders to tender for the job, awarding it to the lowest builder.
